Site Guide
This site has three primary areas:
1. Annotated Reading List
The Annotated Reading List contains narratives and references, which are divided into the Introduction, Overview, and eight chapters that you see in the left sidebar. The Introduction and Overview explain our purpose and structure for the reading list, and provides an overview of utility regulation. The eight chapters cover the major themes in utility regulation, namely the general concepts, market structure, financial analysis, incentive regulation, tariff design, non-price issues (such as service quality, environmental, and social considerations), information issues, and the regulatory process. Each chapter contains a narrative about the chapter’s topics, a set of case studies that highlight practices relevant to the chapter’s topics, and a list of references, organized by topic.

In most instances, each case study list and reference list link to the relevant source document. In instances where we were unable to obtain permission to provide the source document on this website, we provide instructions on how you can obtain a copy. You can download the entire reading list without source documents in the Downloads section.

2. Glossary
The glossary pops up automatically when you click on linked terms. You can also access it from the left sidebar. From the Glossary window, you can search the entire glossary, or create a list of favorites to print for your easy reference.
3. Self-Testing
Here you can test your understanding of particular topics in regulation. By clicking Self-Testing on the left sidebar, you can take a single test that covers all of the topics. To test yourself on the content of only one chapter, click Self-Testing from within the Chapter sub-menu. You will receive automatic results from the test along with links to related areas of the annotated reading list for further study.
