Transition charge:
A fee that customers who purchase generation services from an alternative electric supplier pay to their local utility for distribution services. This allows the utility to recover its stranded costs and implementation costs with loss of a portion of its generation business (when services were formerly provided by a vertically integrated regulated utility). Sometimes called a competitive transition charge.
