Tariff rebalancing:
Bringing prices in line with costs. Historically, some customers might have been served below cost or without making a contribution to covering shared fixed costs. Other customer groups (or those consuming other products) might have faced prices far in excess of the costs of serving them. Rebalancing aims are reducing (or eliminating) such cross subsidies.
