Tacit collusion:
Implicit coordination of pricing or other behavior that facilitates the exercise of market power (or restriction of competition) by a group of firms. Unlike a conspiracy, there are no secret meetings and no explicit agreements. Coordination is achieved through announcements, signals of intentions, or industry understandings regarding price leadership.
