Special contracts:
Any contract for utility service under terms and conditions other than those listed in the utility's published tariffs. E.g., a utility may agree to provide electricity to a large customer at a lower rate than the tariff rate rather than risk losing the customer. Regulators might have review authority over such contracts to ensure that other customers are not burdened by these negotiated arrangements.
