Regulatory reform:
A change in the way a regulatory agency operates or a change in regulation where the stated purpose is to improve performance on the part of the agency or its regulated industry. In any situation where a number of changes are promoted, some may be the result of political compromises that actually conflict with the broad thrust of the reform.
