Billing surcharge:
An additional percentage mark-up on the total bill, reflecting authorized modification to the published tariff. Such a surcharge may be used as a transparent subsidy for other groups of consumers or to cover costs incurred to meet an unusual circumstance (such as storm damage from a particularly violent hurricane).
